The most expensive land is within walking distance to the sea and in tourist areas of seaside cities. There are plots of land with both building commitment as well as commitment free. The key parameter that controls the future construction on the plot is building ratio of that plot. The maximum area of a building equals the area of the plot multiplied by building ratio. In cities and within walking distance to the sea building ratio is higher while in city suburbs and in villages it is lower. The area of the building calculated according to the above method does not include an attic and a basement floor. Therefore a house under construction may be increased in size owing to the attic and basement.
